Below is contact information for airlines with offices in Phnom Penh. It is followed by airline contact information in Siem Reap, the base for the Angkor temples. Specific Cambodia international and domestic air routes and the airlines that fly them are summarized in this article.
Phnom Penh Airport (code PNH) used to be called Pochentong Airport, by the way, but was renamed, so no need to worry about two airports. It's in the same place--small and convenient to the city. Siem Reap Airport (code REP) can officially call itself Siem Reap International Airport, what with flights coming in from Bangkok. It's still a very small provincial airport, only suitable for propeller planes.
If you're traveling between Shanghai and Phnom Penh, your only direct options are Shanghai Airlines and the newish Cambodia-based Tonle Sap Airlines (might it make sense to go via Hong Kong?). You can't book the former airline online and its website is a joke, which makes the Phnom Penh office all the more important. Supposedly, you can also book by telephoning China or booking through Skyscanner, Wego or another OTA.
Nonetheless, it is said that travel agents can still find the best deals, probably because they can squeeze stray travelers on flights stocked with Chinese group tourists. Some old web pages also mention Shanghai-based China Eastern Airlines as operating flights to Cambodia and maintaining an office in Siem Reap. It doesn't seem to do so any more but, for what it's worth, China Eastern wholly owns Shanghai Airlines. It does have a better website than Shanghai Airlines.
